Elias Segla, mission leader for Institut Le Baromètre, supporting the Public Policy Evaluation Committee of Chad’s National Assembly.

N’Djamena · 26–30 October 2026

Elias Segla’s CEPP mission: intervention, group photograph and workshop in Chad

An applied institutional assignment

The workshop brought together members and technical staff of the Public Policy Evaluation Committee (CEPP). It combined evaluation fundamentals, discussion of capacity needs and practical review of an evaluation report.

The practical case concerned the evaluation of the Water and Sanitation Master Plan (SDEA 2003–2020). The approach linked methodological input to the Committee’s actual work.

Contributions and approach

  • Facilitating working sessions and providing monitoring and evaluation expertise.
  • Cross-analysis of skills, organisational capacities and evaluation outputs.
  • Practical review of the report: evidence, findings, conclusions and recommendations.
  • Joint work on capacity priorities and report improvement.

This work was undertaken with the Institut Le Baromètre team, with technical and financial support from UNICEF Chad. The CEPP retains ownership of its evaluation and decisions.
